If you really do mean via a plugin, I don't think you can but I could wrong.MuseScore dutifully produced a triplet equivalent to an eighth rest. (Necessarily, said triplet consists of 16th notes.) But I think that what you actually wanted was a triplet with a duration of a quarter rest. Select two adjacent eighth0rests and click on the quarter-note symbol in the toolbar.
